A “snowy” Arcata Plaza was enveloped in brightness as the Festival of Lights illuminated the way for Small Business Saturday vendors to sell their wares to the sound of holiday music. Elsa, Olaf and other Frozen movies characters also graced the family-friendly affair presented by Arcata Main Street.
